Adds CODE_OF_CONDUCT.md required for the Kotlin Multiplatform / Kotlin Foundation project listing. Modeled on the JetBrains Code of Conduct (itself the Citizen Code of Conduct, CC BY-SA), with reporting routed to the project maintainers and attribution preserved.
