Adds CODE_OF_CONDUCT.md at the repo root, required for the Kotlin Multiplatform / Kotlin Foundation project listing ("Grant recipients are required to have a code of conduct").

Basis: modeled on the JetBrains Code of Conduct — structure (How to behave / How not to behave / How to report / Consequences) and wording — which is itself the Citizen Code of Conduct (CC BY-SA).

Project-specific adaptations:

  • Reporting routed to the project maintainers (mibrahim.dev@gmail.com), not JetBrains.
  • Enforcement authority is "the project maintainers".
  • Attribution to the JetBrains CoC + upstream Citizen CoC / Stumptown Syndicate preserved, satisfying CC BY-SA.

Once merged to the default branch, GitHub surfaces the "Code of conduct" tab and the submission answer becomes accurately "This project already has a Code of Conduct."
